The Agenda
• The Bethany Beach Charter and Ordinance Committee (CORC) will meet Friday, March 18, at 10 a.m. in the town hall. Among the items on the agenda are: a memorandum to the Parking Committee concerning Section 197-8 and Section 197-13 of the town’s code; a memorandum to the Planning Commission regarding Section 245-16 A; discussion of swimming pools under Section 207; discussion of the international code on property; discussion of an ordinance concerning dogs on beach, Section 106-8; and discussion of CORC meeting dates.
• The Bethany Beach Budget and Finance Committee will hold a meeting Friday, March 18, at noon, to finalize the town’s draft budget for the 2006 fiscal year.
• The Bethany Beach budget committee and Town Council will jointly hold a public hearing on the proposed budget for the 2006 fiscal year, at 1 p.m. on Friday, March 18. Council consideration of the budget is set for the regular meeting, that night at 7:30 p.m. The proposed budget is available for inspection in the town hall, Monday through Friday, from 8 a.m. to 4 p.m., except on scheduled holidays.
• The Fenwick Island Town Council will hold a public hearing regarding a change to the town code on Friday, March 18, at 3 p.m. The town will receive testimony regarding a proposed amendment to Chapter 160 Zoning, Paragraph 6-D, Nonconforming Uses, subparagraph 3, dealing with exceptions and allowances for the rebuilding of non-conforming structures.
The new subparagraph 3, addressing structures destroyed in more than 50 percent of their value, terminates any right to build multiple dwellings on a single lot and requires conformation in the new construction when any structure is removed or destroyed by the voluntary action of the owner.
• The Fenwick Island Town Council is scheduled to hold its regular monthly meeting on Friday, March 18, at 3:30 p.m.
• The Bethany Beach Town Council will be holding a second reading for and considering the following ordinances for adoption at its regular meeting scheduled for Friday, March 18, 2005: 1) an ordinance to amend Chapter 40 (Planning Commission) of the Bethany Beach Town Code; and 2) an ordinance to amend Chapter 181 (Public Access to Records) of the Bethany Beach Town Code.
Text of the ordinances is available upon request in the office of the town clerk, Monday through Friday from 8 a.m. to 4 p.m., except on scheduled holidays, and is available on the town’s Web site (www.townofbethanybeach.com).
Other items on the agenda for the meeting include: 1) consideration of a resolution adopting an all-hazard mitigation plan for the town of Bethany Beach; 2) consideration of an investment policy statement for the town; 3) vote on the proposed town budget and schedule of fees for the 2006 fiscal year; 4) consideration of a proposal by Schaeffer Pyrotechnics for the town’s Fourth of July fireworks display; 5) consideration of a proposal submitted by John L. Briggs & Company for the town square; and 6) consideration of a proposal from Delmarva Paving for a street rehabilitation project for the 2005 calendar year.
The council may also vote to go into executive session to discuss potential litigation.
• The Bethany Beach Planning Commission will meet Saturday, March 19, at 9 a.m. in the town hall. Items included on the agenda are: updates on the town’s Streetscape project and intergovernmental liaison; and information on the scheduled March 30 state planning meeting regarding the town’s comprehensive development plan (CDP).
Items of new business include the reviews of: 1) the planned residential development (PRD) sketch plan submitted by Mark and Kiki Zachary for property at 877 Garfield Parkway in the R-2 zone; and 2) the street ends on the canal off Evans Road, and Third, Fourth, Fifth, Sixth and Seventh streets.
The commission will also continue review of Chapter 200 “Subdivision of Land” of the town code and of the concept of an architectural review board (ARB) and zoning “overlays.”
