There will be an update on the water plant project, and ongoing revisions to the Comprehensive Development Plan.
In new business, council will move for approval to replace a heat unit and introduce two ordinances. (1) an amendment to zoning code relating to minimum square footage of two-story dwelling units in the residential (R) districts. (2) an amendment to zoning code that requires structures be of new construction only.

• Council and committee reports, including a Pop Warner update and a report on the final annexation of the Tingle/Steele property
• Under administration, (1) Donations in memory of Ward “Junior” Collins, (2) Spring Clean-Up, (3) Old Timer’s Day, (4) highway beautification project update, (5) Christmas decorations and (6) an Ocean View Senior Center donation request
Council will review the attorney’s comments regarding Maryland/Delaware railroad easements in executive session (closed to the public).

Tuesday, April 5 at 7 p.m., Ocean View Presbyterian Church (67 Central Avenue)
• Public hearing/second reading an amendment to zoning code relating to signs permitted in the general business (GB), service commercial (SC) and manufacturing and warehousing (MW) districts
• Public hearing/second reading an amendment to zoning code, limiting homes in District 2 residential-planned communities (RPCs) to single-family only
• Public hearing/first reading an amendment to zoning code prohibiting multifamily and townhouses in subdivisions
• Public hearing/first reading an amendment to zoning code regarding enforcement of handicapped sign requirements
• Public hearing/first reading an amendment to zoning code permitting public and private schools as a permitted use in GB districts
After the financial, public safety and administrative reports, and correspondence, Council will consider a sheaf of old business items.
1) The town solicitor’s contract
2) Acceptance of land for the new police station
3) Annexation of the Lord Baltimore Elementary School property
4) An ordinance to establish the annual operating budget and five-year capital improvement program
5) An ordinance regarding density computations in subdivisions
6) An ordinance setting 10 acres as the maximum area for subdivisions

Under new business, Council will consider U.S. Department of Agriculture financing conditions (for the central water system), and the establishment of a committee to study a possible historical preservation district.
Also up this week
• The Fenwick Island Budget Committee will hold a workshop on Saturday, April 2, at 10 a.m. The workshop is set for discussion of the 2005-2006 fiscal year budget.
• The Fenwick Island Beautification Committee will meet Tuesday, April 5, at 10 a.m. at the town hall. Among the items scheduled to be discussed are the town’s median strip project, commercial area and recycling-bin area.
• A Fenwick Island Community Outreach meeting is scheduled for Wednesday, April 6, at 10 a.m. at the town hall.
• The Sussex County Planning & Zoning Commission will meet Thursday, April 7, at 7 p.m., in the County Council Chambers of the County Administrative Office Building in Georgetown.
• Fenwick Island will hold a “visioning” workshop for the town’s business community on Wednesday, April 13, from 1 p.m. to 3 p.m.
• The Bethany Beach Cultural and Historical Affairs Artifact Subcommittee will meet Thursday, April 7, at 1 p.m. in the town hall to discuss the collection of artifacts for the town’s museum.
