South Bethany

The Town of South Bethany will hold a special election on Saturday, Sept. 24, from 9 a.m. to 3 p.m., at town hall (402 Evergreen Rd.), seeking approval of an expenditure, not to exceed $970,000 (from reserves) for a new town hall and police station.

Sussex County

Sussex County Council will meet on Tuesday, Sept. 27, at 10 a.m., at the County Administration Building (2 The Circle, Georgetown). On the agenda, revenue sharing for local law enforcement, introduction of ordinances relating to (1) parking and (2) width of entrances, an amendment to an escrow agreement related to the Millville Expansion of the Bethany Beach Sanitary Sewer District, and the return of the massive Reynolds Pond application, 1,600 residential units near Milton, under old business.

Indian River School District (IRSD)

The IRSD School Board will meet on Tuesday, Sept. 27, at 7:30 p.m., at the Indian River High School (29772 Armory Rd.). Representatives from Mountaire Farms are slated to make a check presentation, part of the company’s continuing support for Project VILLAGE (which brings non-English speaking pre-schoolers up to speed).

• More on district accountability ratings

• A recap on recently released state testing results

• Minor cap renovation/construction schedules for (1) the Southern Delaware School of the Arts, (2) Frankford Elementary, (3) the John M. Clayton School and (4) Phillip C. Showell Elementary and

• A report on elementary school class sizes.

Dagsboro

Dagsboro Town Council will meet on Wednesday, Sept. 28, at 7 p.m., at the Bethel Center (107 Clayton St.). There are two public hearings on the agenda, covering ordinances to (1) amend the zoning code to add a provision for temporary sales/construction offices as conditional uses in the High-Density Residential (HR) district and (2) to amend the zoning code to add definitions for “condominium flat” and “condominium building,” and to add “condominium flats” wherever “apartment” appears in the section governing HR, and to permit up to 20 units in any one building (as it stands, town code permits 10 units per building), for condominium flats.

A definition of “Executive Session” will be read into the record.

Council will consider a conditional use request for a temporary sales/construction trailer at Chapel Crossing,

The Highlands (Landings) of Pepper Creek project — 318 multi-family units, on various parcels north of Clayton Street, primarily Coastal Supply Company lands,

A draft amendment regarding Chapter 34 of town code, Planning and Zoning Commission, to expand the title, the number of members and the duties of the commission.

The planning commission will present a report covering various topics, including update of the Comprehensive Plan and zoning ordinance, and appointment of members.

Council will discuss four related draft ordinances to (1) establish enforcement and administrative language related to a “Certificate of Compliance,” (to be a first step with the town, prior to application for a liquor license), (2) establish an application fee for the Certificate of Compliance, (3) an associated (2) application fee and (3) remove “Taverns” and “Liquor Stores” from permitted uses in the Commercial district and (4) add “Taverns” and “Retail Liquor Stores” to permitted uses, in the Highway Commercial district

Council will also set a public hearing for an ordinance to add provisions for fees, related to zoning applications, consider road width definitions for standards approved in July, award bids for water service connection, set Trick-or-Treating date and times, and consider a subdivision at 32171 Lingo St. and an agreement with Artesian Water Company.

Fenwick Island

• On Sept. 23 at 2 p.m., the Fenwick Island Town Council will hold a public hearing in the town hall to receive testimony regarding a proposed amendment to the town code, Chapter 160 — Zoning: Paragraph 160-2 Definitions; Para. 160-5a Commercial Zone Use Regulations; Para.160-5c Commercial Zone Area Regulations; and Para. 160-7a Off-Street Parking Regulations, as related to apartments and motels. Copies of the proposed amendment are available at town hall.

• On Sept. 23 at 2:30 p.m., the Fenwick Island Town Council will hold a public hearing in the town hall to receive testimony regarding a proposed amendment to the town code, Chapter 160 — Zoning, Paragraph 6-b, regulations for docks and boat lifts in canals. Copies of the proposed amendment are available at town hall.

• The Fenwick Island Town Council will hold its regular monthly meeting at 3:30 p.m. on Friday, Sept. 23, in the town hall. Both of the above amendments are scheduled for second readings and possible votes at the council meeting.

Selbyville

• The Selbyville Town Council will hold its regular monthly meeting at 7 p.m. on Monday, Oct. 3, at the town hall.
