Fenwick Island
The Fenwick Island Town Council will hold its regular monthly meeting on Friday, Feb. 24, at 3:30 p.m. at the town hall. On the agenda:
• An amendment to the definition of floor area, as referenced in a recently proposed zoning amendment;
• Formation of a town manager search committee;
• Discussion of beach crossover benches and parking permit fees; and
• Star business awards.
Indian River School District
The Indian River School District Board of Education will hold its regular monthly meeting at 7:30 p.m. on Tuesday, Feb. 28, in the Sussex Central High School cafeteria. Board members plan to discuss the DSTP 2005 science and social studies scores and the district’s special education outpatient services. They will also hear an update on the construction schedules of the Lord Baltimore Elementary and Georgetown Middle schools. They will then hear an update from the district’s superintendent search committee to replace Lois Hobbs before discussing personnel issues in an executive session.
Sussex County
Sussex County Council will meet on Tuesday, Feb. 28, at 10 a.m. in Council Chambers at the County Administrative Office Building in Georgetown. Finance Director David Baker is slated to present the Comprehensive Annual Financial Report for the 2005 fiscal year. County Administrator Robert Stickels has local law enforcement grants and a proclamation regarding Women’s History Month. Director of Economic Development Steve Masten will speak about airport hangar leases, and Purchasing Officer Frank Shade will present a bid for paramedics’ vehicles.
Council will return to an ordinance related to subdivision appeals, which would grant an appeals process within county government (as opposed to in the courts) to any parties feeling aggrieved by a Planning and Zoning (P&Z) Commission decision. As it stands, the county’s internal subdivision appeals process is strictly for the applicants.
PGS Properties returns, under old business it’s a pair of adjacent change-of-zone requests, at Route 54 and Old Mill Bridge Road. The applicants are seeking a change from Agricultural-Residential (AR-1) to Commercial (C-1) on 6.5 acres, and AR-1 to High Density Residential (HR-1) on 12.7 acres.
Dagsboro
• Dagsboro Town Council will meet on Monday, Feb. 27, at 7 p.m., in the Bethel Center on Clayton Street. Two public hearings and a police discussion top the agenda:
o An amendment to add definitions and regulations for restaurants, eateries and bars;
o An amendment to modify the definition for “apartment,” add a definition for “apartment building” and substitute the new wording;
o Consideration of an amendment that would establish a no-passing zone, on either right or left, for Main Street Between the railroad tracks and Clayton Street, on the north end of town.
Council members will also consider adoption of the water budget and, in other business: (1) issuing police officers money for using their personal cell phones for work-related purposes; (2) setting a public hearing for an ordinance relating to temporary sales/construction offices; (3) setting a public hearing for an ordinance related to permitted number of “condominium flats” per building; (4) amending the zoning code to require that Planning and Zoning Commission members be both property owners and residents; (5) possible building permit fee changes; (6) purchasing a storage building; (7) amending the zoning code as it relates to a review process for residential planned communities (RPCs); (8) adopting an ordinance to restrict hours permitted for construction work; (9) confirming the definition of height, and setting a maximum height requirement; and (10) participating in the State Mosquito Control Service.
A representative from the town’s Planning and Zoning Commission is slated to report on building permits, appointment of two replacement commission members, preliminary approval for the Village at Pepper Creek and B/Z Builders, and final approval for Cummings & Clark, among other matters. Council will consider and may take action on any of these items. To recap, Village at Pepper Creek is 87 lots on 42 acres, near the John M. Clayton School, west of Main Street. B/Z Builders is 19 lots on a little more than 9 acres, north of the proposed Village at Pepper Creek. Cummings & Clark is between Mediacom and Royal Farms two commercial buildings (retail and office), at 15,000 and 20,000 square feet, respectively.
• The Dagsboro Planning & Zoning Commission will meet on Wednesday, March 1, at 7 p.m., in the Bethel Center on Clayton Street.
