The Agenda
Fenwick Island
• There will be a special meeting of the Fenwick Island Town Council at 9 a.m. on Saturday, Oct. 14, at town hall. Tow officials plan to review proposed comprehensive plan consulting contracts, possibly sign a contract, and to appoint planning commission members.
• The Fenwick Island Town Council will hold a workshop-without-agenda at 9:30 a.m. on Saturday, Oct. 14, following the special meeting.
South Bethany
The South Bethany Town Council will hold its regular monthly meeting on Friday, Oct. 13, at 7 p.m. at the town hall. The agenda for the meeting includes: (1) the introduction of a resolution adopting a increased $2-per-square-foot permit fee for construction within the town; (2) a second reading of Ordinance 138-06, clarifying previous ordinances requiring grass to be kept under 10 inches in height and weeds to be controlled on all lots within the town that are not considered beachfront dune lots or wooded lots; and (3) Resolution 6-06, implementing the National Incident Management System.
Ocean View
• Ocean View will have a town council work session at 7 p.m. on Tuesday, Oct. 17. Old and new business will be discussed, including information regarding administrative aspects, finances, infrastructure and the police force.
• There will be an Ocean View Board of Adjustments hearing at 6 p.m. on Thursday, Oct. 19.
• An Ocean View Planning & Zoning Commission meeting will follow the BoA hearing at 7:30 p.m. on Oct.19.
• An Ocean View Public Safety Building Construction Progress meeting will be held at 11 a.m. on Monday, Oct. 23. The meeting will be held at the construction trailer located at the site of the new police building, at 201 Central Avenue.
• The town of Ocean View will hold Halloween trick-or-treating on Tuesday, Oct. 31, from 6 to 8 p.m.
Millville
The mayor and council of the Town of Millville has changed the time of the workshop to be held with URS Corporation to review town ordinances to 7 p.m. on Tuesday, Oct. 17, (instead of 2 p.m.) at the town hall, 11 Club House Road. The meeting will be open to the public.
Frankford
• A Neighborhood Watch meeting will be held at Frankford Volunteer Fire Company at 7 p.m. on Thursday, Oct. 12.
• The Frankford Board of Adjustments will hold a public hearing Tuesday, Oct. 24, at 7 p.m. in the Frankford Town Hall.
• The Frankford Halloween parade will begin at noon on Saturday, Oct. 28, at the town hall, followed by a FallFest celebration. Trick-or-treating will be held that evening, from 4 to 6 p.m. in the town.
Sussex County
• Sussex County Council will hold its regular weekly meeting at 10 a.m. on Tuesday, Oct. 17, in council chambers in Georgetown off The Circle.
• Sussex County Planning and Zoning Commission will hold its meeting at 3 p.m. on Wednesday, Oct. 18, in council chambers in Georgetown off the circle.
Bethany Beach
• The Bethany Beach Charter and Ordinance Review Committee will meet on Thursday, Oct. 19, at 2 p.m. at the town hall.
• The Bethany Beach Town Council will hold its regular monthly meeting on Friday, Oct. 20, at 7:30 p.m. The agenda for the meeting includes:
(1) Consideration of a contract submitted by Magnum Electronics on behalf of the Bethany Beach Volunteer Fire Company for the installation of antenna and equipment at the Fire Station for the amount of $18,770.
(2) Consideration of a contract submitted by FuturTech Consulting for Web site redesign development project, for the amount of $22,500. The contract would include work to establish a new home page (first page) “that is more interesting and eye pleasing, well organized and easy to navigate,” redesign of all the existing pages, development of the capability for the Town of Bethany Beach to administer the Web site themselves and be self sufficient.
(3) Consideration of a contract submitted by FuturTech Consulting for the purchase of laptops for paperless E-government environment for the amount of $12,228.
(4) Consideration contract submitted by McCarthy Enterprises LLC for the installation of natural pathways and table areas on the town property located east of Town Hall for the amount of $11,859.
(5) First reading of an ordinance to enact a new Chapter 44 to reflect the Town Council’s decision to require all town employees to participate in the County and Municipal Employees pension programs.
(6) Review, discussion and possible vote on whether to participate in the Delaware Solid Waste Authority’s municipal curbside recycling program.
(7) Review, discussion and possible vote regarding reconsideration of Ordinance #412 allowing a 7/12 roof pitch in R-1 with associated roof-height allowance.
(8) Review, discussion and possible vote on future date for vote on referendum on Ordinance #412.
(9) Review, discussion and possible vote regarding JMT Engineering’s presentation of the Streetscape project on Sept. 15, 2006.
• The Bethany Beach Planning Commission will meet on Saturday, Oct. 21, at 9 a.m. at the town hall. The agenda for the meeting includes
(1) discussion of standard procedures, including establishing an agenda, distribution of meeting packet and updated guidelines for developing land use or zoning amendments;
(2) Town Council updates, including on the decision on next steps for commercial signage and for residential impervious surfaces materials; the pending roof height referendum; the proposed charter amendment for MORE parcel on the corner Routes 1 and 26; and key points from Oct. 12 public workshop;
(3) Selection of Planning Commission chairperson for the term of October 2006 to September 2007, and selection of Planning Commission representative on the Design Review Committee;
(4) Decision on an application for land partitioning filed by Michael Gichner and Robert Svenson, trustee, for Lots 24, 22 and Part of 20, Block 6, at 220 Second Street, in the R-1 zoning district;
(5) Discussion/decision on sending completed sections of updated Chapters 200-24 thru Chapter 245-36 to Town Council for adoption;
(6) Discussion on charting the Planning Commission’s course for November 2006 through September 2007;
(7) Identification of Planning Commission’s expense budget for the 2007 fiscal year;
(8) Discussion on second-draft submission of proposed amendment to Chapter 245 Table of Dimensional Requirements resulting from adoption of Commercial Architectural Guidelines;
(9) Provision of background information on the updating of Chapter 245 and town comprehensive plan for new commissioners; and
(10) Development of a guideline “memo of understanding” between the Planning Commission and the Town Council, identifying the Planning Commission’s focus, roles, responsibilities and authority; also to include the workflow between the Planning Commission and Town Council, as well as between the Commission and standing committees.
